Karnataka: Sustained Initiatives are the Key

Karnataka has been a pioneer in several e-Governance initiatives. With a view to computerise land records, the State launched Bhoomi project in 1999. It was among the first few e-Governance initiatives in the country that scaled. Karnataka has effectively used technology to improve governance and service delivery.

Karnataka is a Performer in this year’s SKOCH Governance study. The State won 12 SKOCH Orders-of-Merit and 2 SKOCH Governance Awards—both in Platinum category.

With home to 1.1 million IT professionals and 3.3 million indirect IT jobs, Karnataka is the second largest cluster of IT talent pool in the world, after Silicon Valley, according to a Karnataka ICT Group (KIG 2020) report. Bengaluru is the IT capital of India. It is the headquarter of the leading IT companies and accounts for over one-third of the country’s total software exports. Karnataka Gross State Domestic Product (GSDP) growth declined to 6.2 per cent in 2015-16 from 7.8 per cent in 2014-15, as per State budget documents.

Key Achievements

Karnataka State Road Transport Corporation (KSRTC) has taken several innovative steps to improve customer service. The Corporation has put in place an intelligent transport system with mobile App. To ensure better management of operations and provide effective and efficient service, KSRTC has implemented an initiative called Vehicle Tracking, Monitoring System and Passenger Information System – VTMS & PIS Project. The Corporation has implemented Prakruthi (Green Squad) and Bio-Bus (Go Green-Think Green) schemes to minimise pollution and its impact on nature.

Under an initiative called ‘AWATAR’, KSRTC provides anywhere anytime advance reservation system. AWATAR stands for Any Where Any Time Advance Reservation. This system facilitates general public to book their tickets well in advance and have their seats reserved. Ticket can be booked through credit cards and direct debit to bank account and net-banking.

CDAC, Bengaluru has implemented Cloud-Enabled Energy Market Services for State Load Dispatch Centre (SLDCs) of North Eastern states. The project includes Short Term Open Access (STOA) and scheduling services along with the interface RLDC STOA. This is the first commercially available Software as a Service (SaaS) in the power sector for the SLDCs.

District Administration Kolar has implemented a project for digitisation of Municipal property records. City Municipal Council Gadag Betageri has launched an initiative for developing Hi-Tech community toilets under Swachh Bharat programme. National Informatics Centre (NIC), Karnataka has launched an umbrella portal aimed to provide websites for all the First Grade Colleges and Government Polytechnics in the State.
